Bill, when I was in it was called "ticket punching". At least in the nuclear Navy, you had to pass the Engineer's Test after four years and then could go all the way to command without any other 'degrees'. I doubt it's that simple any longer.

One the subject of the FAO's. That problem is compounded by what appears to be a lack of similar capabilities at the State Department. Over the last 30 years, the Office of the Secretary of State has been degraded into, at various times: war mongers, sales agents for defense contractors, agents for one's own business interests, or lawyers for Israel or Saudi Arabia.

No career in diplomacy or long experience overseas appears to be required any longer. Rubio is only the latest in a long line of mediocrities. That affects all those who might aspire to a career in diplomacy - there is no future there.

That ignorance and the imperial hubris of the U.S. have led to disaster after disaster.
